Arbitrary removal of file?

This is actually a question. I am using Windows 10.    I had a program downloaded/installed and was using it from a desktop shortcut.   The last time I used it was probably four days ago.   Today the program is not there.   The shortcut has disappeared.   The program has disappeared from the download/installed list on the control panel.  It is not showing up in the recycle bin.    I did not uninstall or remove or delete it.    When I tried to download/re-install today, using the link provided by the company, Norton blocked it and removed it, citing a high risk virus.   Could Norton have removed it from my computer without me knowing/giving permission?

Please tell us what Norton is telling you regarding this event.

For information regarding this event > from Norton pop-up > View Details > Copy to Clipboard &or from Norton history > More Options > Copy to Clipboard > paste here.

For second opinion choose File &/or Search hash at VirusTotal.
