Is autoruns.exce a virus

My laptop will no longer download certain things, and I see on my desktop an icon for autoruns.exe, and when I tried to scan it, Norton came up with an error.  If this is a virus, how do I remove it?

The genuine autoruns.exe file is a software component of Autostart Program Viewer by Sysinternals. This executable is a Sysinternals utility that allows the user to see what programs and processes are set to start automatically with the operating system.  <info here>

Thanks very much.  From this, I assume that its is safe.  I was concerned, because Norton will not scan it.

I have no idea what's on your machine.
Did you download Autoruns for Windows v13.4<info here>

Norton came up with an error. 

Do you recall error number.   Does Norton run Quick Scan and run Norton Insight...? 
Please run LiveUpdate several times and reboot.
Please advise Norton service + version number.
Please advise operating system.
