Bypassing time restrictions

I have a teenage child on a Samsung Galaxy S6 (Android 6) who has been able for well over a year to bypass time restrictions at will on her phone with Norton Family installed and time supervision turned on.  I'm not able to get her to give me exact repro steps, but in the past she's talked about "glitching", and I assume it involves an exploit related to app switching.  Is this a known issue, or something that can't be fixed?  Are there any specific phone settings that can be leveraged in this case?

Also found my children changes the time on the device, thus giving them the next day's time in advance. Altough I get a notification when they do it, its not suppose to be possible.

Today on changing date/time in child device, app reports tampering to parent by sending a notification email and alert in Norton family Portal/Parent app
