Have you tried Sign Out all Norton?
Have you tried to reinstall Norton Password Manager extension?
Please confirm Windows Fast Startup is off. W10 [here] W11 [here]
Please run Norton LiveUpdate and Restart (not Shut down) machine. Repeat.

mikemitchell:somebody changed the menu's. I now have access. Whole different set of menu's.
Yes, Norton Password Manager looks different since recent update.
