Cannot attach anything to programs on MacBook since installing Norton

I noticed that since I installed Norton, when using Chrome, I cannot attach things. For example if I need to send a document to a client through gmail, nothing happens when I click 'attach'. I have gone into settings and allowed gmail to have popups. Still nothing. Just noticed same when in Facebook, wanted to upload a photo, when I clicked on 'attach photo' link, nothing happens. Just for kicks I tried to click on the attach link on this page in Norton, and nothing happened. 

Do not have this same problem in Firefox. However, tend to use chrome more and never had this problem before installing Norton.
