Cannot cancel Norton

I cancelled automatic renewal in 2021. They acknowledged that I had cancelled in an email. Norton 360 Premium. I use Windows 10.

"Dear JC,We have received and processed your cancellation request for your automatically renewing subscription. Your Norton subscription will no longer renew automatically after it expires."

After bombarding me with offers, reminders etc, they renewed my subscription anyway and charged my Paypal account.

I cannot communicate with them, and after logging into Norton and cancelling "renewal" yet again, I see that they think I want to cancel renewal in 2023. I want my money back now.

I am not going to uninstall Norton until I have my money back. Help.

Norton Community does not have access to your Norton account, subscription nor payment information.
