Cannot Stop Norton from running scans at start up.

I have a new Dell Laptop running Windows 10 with Norton Security Suite.  Although I have set up  specific times for my scans to run, every time I startup my Laptop, Norton starts running and slows down my Laptop and I can't kill it in the Task Manager.  How can I stop it from running except at the scheduled times?  How can I kill it once it starts running?  I am fed up with this situation.

The reason you cannot stop Norton processes from Task Manager is the Norton Product Tamper Protection. If you can shut down the protection, malware could do the same.

What you are probably seeing is Norton getting a LiveUpdate when your system starts. This ensures you have the latest protection updates to protect you from the tens of thousands of malware variants released every day. Then if there is new malware definitions, Norton will do a Quick Scan to ensure you do not have any of the malware in the new definitions.

If Norton did not do this and something was later found on your system that could have been detected, you would be more upset than you are from having to let things settle down for a minute or two after a system restart.

This comment causes users to uninstall the product.... It does not help the customer.
There is a Norton 360 scan running on my system, at startup.
When the computer starts, Norton begins a scan or a task that noticeably reduces the user's ability to navigate the internet. Throughput speeds and capacity available to the user are severely restricted during this Norton scan/update/process.

We just want to control when this activity takes place on our local systems.

Does it start as soon as you reboot? Or, does it start about 10 minutes later? If the latter, you might want to change your idle time setting.

My PC seems to always show a "Norton is performing background tasks while your system is idle" message after a reboot, IF I am not using my computer. If I need to use it after I see this, simply moving the mouse makes it go away, presumably to continue after my computer goes back to an idle state.

This feature causes me no lags or other issues. I am using Windows 10 Pro 64-bit and NS w/ Back-Up.

I'm not sure if this is the type of behavior you are speaking of, or not.

How long does this slow down at startup last?

It lasts long enough to be annoying... I have never timed it, and it doesn't happen everyday... but when it does, the user functionality of the pc is greatly diminished. It's best to walk away from it for a while until the hard drive light goes completely out.

Are you speaking of 30 seconds or 5 minutes? First could be normal, the latter, probably not.

If you have scans set to run only when the system is idle, if you never let the system idle long enough to run the scans, eventually Norton will step up to complete the uncompleted tasks, regardless of whether the system is idle.
