Can't email outside of US

When traveling with my laptop outside of the US--recently in Canada, Ireland and Costa Rica--I can't email out on any wifi networks.  I'm using Outlook.  Everything works fine on our home wifi network.  I know there are settings to adjust, but I'm not sure which, and if turning off things like the firewall, even temporarily, would be safe.  I'd like a solution that works for the time I'm traveling.  Receiving email and internet works fine, by the way.  I end up emailing out from my phone, on which I do not have Norton installed.

It is possible that your ISP blocks messages on its network that originate out of the country as a spam deterrent.

Does the outgoing server use SSL? Usually this is required to send email when not connected to home broadband. My ISP was the same in that you couldn't send emails unless you were connected to their broadband until they implemented SSL connection.

I go to Germany about 4 times a year. On my last trip in late August, for the first time ever for me, I could not get my Cox webmail to work. Upon return, I reported this to Cox. Several weeks later they called me back to report they had set up a block for all connections coming FROM Europe ISP's and that was the cause of my problem. They didn't explain why they did that but the block was now removed and it should work okay.  As someone suggested above, maybe this was your problem also?????  I was able to access and use my Cox email by using Gmail and linking accounts. The block was only when trying to access Cox's internet webmail site.

My ISP is not blocking out of country messages as spam deterrent, because all messages will send and receive normally from my cell phone, using the same email addresses.  Also, I have two ISP's, one for personal use and one for business.  They both work with cell phone, both do not work with laptop.  Same networks.

I don't get an error message, the "send" function just spins around and around until I cancel "send."

At home, we're connected through a wifi network, and that network has occasionally blocked access for large messages they viewed as spam.  My email providers are that network, and GoDaddy for my business email.  Neither requires SSL.

I really believe this is a Norton issue, and I'd like some guidance on how to address it as such.

If you aren't using SSL then when on other ISPs the they will block (non-SSL) outbound traffic on port 25. Switch to SSL and the alternate port for sending. Also allow message to try to send until you get an error, then note that error. Also make sure you clear out any pending/unsent messages from the outbox if you are going to change settings.
