Can't get rid of "install an updated version of your Norton product for Windows 10

I uninstalled Norton on my windows & machine a long time ago last year.  When I finally upgraded to Windows 10 I started getting a constantly reoccurring popup asking me to download an updated product for Windows 10.  Keep in mind that I had uninstalled Norton a long time ago.  The remediator tool won't get rid of it, the remove tool won't get rid of it, and the remove and reinstall tool won't work.  If I try to follow the popup instructions it tells me that I have to uninstall my current antivirus and that I have no current license.

Try the Norton Removal Tool. This is different from the remove and reinstall tool and does a more thorough uninstall.   www.norton.com/nrt

Things happen. Export/Backup your Norton Password Manager data.

You may have to run the NRT a couple of times.   I did.

I again needed to uninstall Norton in Windows 10. If you follow the instructions here,

you will need to run the Remediation Tool and then let Norton re-download your product.

If you do NOT do that, this message will continually pop up even after a restart.

I also needed to run the Norton Removal Tool several times.
