Can't stop Identity Safe from running at XP start-up

How can I stop the Norton Identity Safe service from running when Windows XP starts up?

An automatic update to Norton AntiVirus last week installed Norton Identity Safe 2014.5.0.67, and it now runs when Windows starts up. I do not use Norton Identity Safe and I do not want it running.

On a computer with Windows 7 Home Premium I was able to go to Windows Services and change the startup type for Norton Identity Safe to disabled, and it no longer runs. I posted step-by-step instructions for this solution in another thread. But in Windows XP SP3 I get an error when I try to change the startup type in Windows Services. The error message is the following.

"Unable to open service NCO for writing on Local Computer.
Error 5: Access is denied."

I know there are a couple of other threads on this, but neither of them has provided a solution for Windows XP. If there currently is no solution, is someone in Symantec working on fixing this, and when can we expect a solution?

Symantec is aware of the concerns with this new added feature to Norton Anti Virus.

See if you can find Identity Safe in the Windows Control Panel, Add Remove Programs. If so, click on it and choose to uninstall it.

Things happen. Export/Backup your Norton Password Manager data.
