Child's device can still be used during block hours

Hi my child's device is a  Samsung A31 handphone. The device can be used during "Blocked Hours" (meaning the phone still can access the internet via Google etc)

How can this be so? 

Please help

Have you set up the Norton Family app on that device? 

What Android version is on the device?

I'll ask this thread be moved to the Norton Family forum board for better exposure.

1.Yes I have installed the Norton Family App on device

2. I will check the Android device version later( cuz I am outstation now)
