Chrome constantly losing Norton Toolbar

I will be able to use the Norton Toolbar in Chrome for a day.  The computer (Acer, running Windows 8.1) will then be shutdown for the night.  In the morning, no Norton Toolbar in Chrome.  I check and Chrome as not been updated.

When this happens I cannot successfully go to a file in Windows File Explorer and ask Norton Internet Security 2014 to scan that file.  When tried I will get a continuous wait indicator.  If I can get the Norton Toolbar to reappear in Chrome, the file scanning in File Explorer will again work.

When Norton Toolbar is not installed in Chrome the Norton scanning of files in Windows File Explorer works properly.

The Norton Toolbar never disappears in either IE or Firefox.

I know there is a lot of discussion of this problem here and in the Chrome Web store.  Thus, I am trying to provide some data, viz., the problem of Norton scanning files in Windows File Explorer.

I do not know if this is a Symantec or Google problem so I really don't even know where to look anymore.

I have about about 10 weeks left on my Norton Internet Security subscription before I transition to Norton Security.  Perhaps that will solve the problem.

Perhaps you need a fresh install of Chrome and a fresh new profile for Chrome. I don't use Chrome though. After you install Norton Security and register it, a chat with customer support will get your remaining days added onto your new subscription. That is a possibility if you don't want to wait that long before you try the new products. Thanks.

I tried your suggestion, viz., a fresh install of Chrome after having uninstalled it and made sure that all Chrome settings in the AppData folder were removed.  I have my toolbar back!  Maybe I had just accumulated a bunch of junk associated with Chrome.

Thanks for the suggestion.  I will let you know if the toolbar is there tomorrow, i.e., after tonight's shutdown.

Well, it is now 6:40 am EST and the Norton Toolbar is missing from Chrome (but confirmed present in Firefox and IE) upon start-up and Norton will not scan a file in Windows File Explorer!

I am at a loss as to what to try next.

More data...

The Norton Toolbar did not spontaneously reappear in Chrome by 8:40 am EST.  Even with Chrome closed, and its background processes halted (Chrome closed with the exit command, not merely closing the Chrome window) I could not scan a file.  Further, the "Settings" function in Norton Internet Security itself did not work.

It appears that once Chrome is run once after a restart or shutdown and restart with Norton extensions installed, something jams up the Norton works, as it were.

I uninstalled the Norton Toolbar and Norton Security Vault extensions from Chrome, restarted the computer, did nothing else, at which point the ability to scan files returned and the settings function in NIS returned.

I used the toolbar in IE to open the settings function which indicated that the Google Chrome extensions were not installed.  I installed them from that function, opened Chrome and now the toolbar and the security safe were functional.  It seems that I must uninstall the Chrome extensions before I shutdown the computer in the evening and re-install the extensions upon restart, at least for now.

The reason I do not simply switch to Firefox and/or IE is that I used Chrome to sync to other devices.

Any thoughts or courses of action will be appreciated.

Well, for what is it worth, I uninstalled Norton Toolbar from Chrome last evening before shutting down the computer.  At start-up this morning, before starting Chrome, I found that I could not scan a file in Windows Explorer and that the "Settings" menu item in the main Norton Internet Security panel did not work!  The problem may not be with Google Chrome even it the Norton Toolbar works in Firefox and IE.

I installed the toolbar in Chrome and restarted and then everything worked.

Perhaps there is a start order, a conflict, though I am only guessing.

I will look at the Chrome troubleshooting thread.

I have had two overnight shutdowns and subsequent restarts without problems!  I implemented the suggestion in step 6 of Troubleshooting Information for the Norton Toolbar in Google Chrome at https://community.norton.com/en/forums/troubleshooting-information-norton-toolbar-google-chrome-0, viz., by unchecking Continue running background apps when Google Chrome is closed in Settings->System.  I had been routinely closing Chrome by using the Exit command (Ctrl+Shift+Q) which I had read suspended background apps.  Apparently not or not enough.

Sheesh!  The Norton Toolbar is gone again this morning!  It worked properly for two days than stopped working today.  Chrome has not been updated and I did not change anything on the system in the last couple of days.

My concern is that Norton Internet Security seems to stop working, at least in some aspects, when this happens.  Even if I just use another browser, I cannot scan a file in Windows Explorer and I do not get the message that a downloaded file is safe, or not.

I rebooted the machine and the toolbar is back.

I wish I could find an explanation for this recurrent behavior.  Stopping Chrome's background apps from running made sense two days ago.  However, there does seem to be something in the shutdown / restart process which the Chrome / NIS combination finds distasteful.

Is Norton Security (as opposed to Norton Internet Security) a newly formulated product or just a repackaging of NIS with other applications?  Perhaps when I start using Norton Security in two months time this problem will cease.

Norton Security is considered as the 2015 year program. The program is different, yet it is similar also. Some things have been dropped and other things have been added. Norton Security is good for 5 devices including macs, android phones, tablets, iphones plus computers and laptops. It's different in the sense that you have to buy the program and it's only available as a download. You don't have to wait for your subscription to end. After you install and activate the program, you can have a chat with customer support and they will add any remaining days from your subscription to your new one. You can also install NS right on top of NIS 21. It will uninstall NIS and then install NS.

Can you use NIS at all if the toolbar is missing? There has been a server issue for the last few days. I wonder if this could have anything to do with your problem. It has been preventing some people from signing into the ID safe and other things on the toolbar. It has been an intermittent problem. I noticed it in a few threads on the 4th and reported it to Norton. Perhaps it had started earlier, but I hadn't noticed it. I don't actually use the toolbar and I use IE.  I don't know, but maybe your problem is connected to this...

Thanks.  I may yet do that before my current subscription expires.  Right now I am curious as to why this is happening.  At some point I will have had enough of fiddling with things to see what works.  Not knowing what the interactions are makes diagnosis nearly impossible.

When the toolbar is missing I cannot go to Windows Explorer, i.e., a window and app that is not connected to Chrome, and scan a file.  It just waits.  I had trouble getting into my identity safe yesterday, but this problem has been going on for a few weeks.  I do not have the problem with Firefox and IE, but neither do I use those browsers to sync to external devices.  That is not to say that the syncing is the problem, but it is the one thing that I do differently with Chrome as compared to Firefox and IE.

 Chrome syncs with a Nexus 7 tablet Chrome and nothing else.  I suspect there is a conflict of some kind between "extensions" on the Android and Windows OSs.Permalink

For syncing I have unchecked the syncing of "Extensions" and "Apps" between Windows and Android devices.  Perhaps there is some extension and/or app communication between devices with these items unchecked.  If that is the case, I would not know what to do to prevent a conflict between an attempt to sync extensions and apps among the devices.

I have seen this KB and have gone through it and followed its recommendations.  As with other things that have been recommended and implemented, the Norton Toolbar in Chrome will be fine for a day, several days, a couple of weeks and then it will just stop working.  It is not magic, I am sure, it is just that I am ignorant of what changes.  I cannot discount that there is something I do from time to time which is the culprit, but I haven't the faintest idea what it might be.  I do keep notes on system changes but no pattern is yet detected.

The toolbar has been fine since I got it back yesterday.  The computer was shutdown last night and has been "to sleep" once today with no problems.  Chrome has not been updated in several days and I have a suspicion that when Chrome updates that something need be done, perhaps happening automatically but requiring two restarts to take effect.

The suggestion made by F4E, viz., "unchecking Continue running background apps when Google Chrome is closed in Settings->System", seems to have had the biggest positive impact, and I am still using that suggestion.

My  expectation is that the problem / solution will either become obvious with time or just cease to be a problem.

On Monday at start-up the toolbar was missing.  I restarted and still nothing.  I then just looked in the Chrome extensions window, changed nothing, and closed it.  Then the toolbar appeared.  Perhaps it was awaiting an update.

Been fine since.

Before seeing your post I was not aware that the toolbar version on my system had been updated from version 2014.7.10.15 to 2014.7.10.28.  Was that just an update rolled out by Symantec or was it related to something else, e.g., a Windows update?  The toolbar also survived the dozens of Microsoft Windows updates on Tuesday.

I am about to update Chrome.  If the toolbar disappears I will let you know.

Norton Toolbar was missing from Chrome again this morning.  In the Windows toolbar on the lower right I had two Norton Internet Security (NIS) icons.  This time had some significant differences from past instances.

1.         After clicking on one of those Windows toolbar icons I brought up the main NIS interface.  Clicking on the “Settings” button did result on the next screen.  In past instances of the Chrome NIS Toolbar missing I was not able to get to the next screen.

2.         I was able to scan files in Windows Explorer.  In past instances of the Chrome NIS Toolbar missing this did not work, resulting in a continuous wait indicator.

3.         I restarted a couple of times and forced a NIS Live Update a couple of times.

I un-installed and re-installed the NIS Toolbar in Chrome.

1.         Even though the main NIS interface showed I was logged into my NIS account, trying to open the security vault from the IE NIS Toolbar showed I was not logged in to my NIS account.  I was able to successfully log in from that screen.

2.         Once I was logged back in to my NIS account in IE the toolbar appeared in only some Chrome tabs.

3.         A subsequent closing and reopening of Chrome resulted in normal operation.

Sheesh!  What am I doing to cause this?

When I shutdown at the end of the day I do a "Clear browsing data" in Chrome (see attached image in pdf file) the same way everyday.  As you know, sometimes I have the NIS Toolbar upon restart, sometimes I don't, which had led me to believe that this clearing is not the problem.  Perhaps I am wrong about that.

Since you are running win 8, you do need a complete shutdown for Norton to work properly. You should have Fast Startup turned off or disabled. This complete shutdown is also needed by many other products. Many problems are fixed by turning off fast startup. Have you tried this?

I had not tried that.  So this is what I did.

Per your suggestion under “Shutdown settings” I unchecked “Turn on fast startup (recommended)”.  Also, I changed “When I press the power button:” from “Hibernate” to “Shut down” for both “On battery” and “Plugged in”.

When I did a reboot the toolbar appeared after a short delay without me doing anything.

Something else I noticed.  I had put my computer to sleep (not as bad as it sounds!) for several hours while I was out.  When I came home, Chrome would load nothing, displaying the message “Downloading proxy script…”.  I know how to stop this, but the setting change makes web pages look weird or only partially load.  After make your suggested changes and restarting the “Downloading proxy script…” did not appear and web pages loaded quickly.

Now for the test of time.

Since making the changes described in my post of Friday, March 13, I have had no problems!  The Acer computer has been shutdown and restarted four times (one extra since I was gone for a good portion of one day and I was interested in testing this solution).  Further, upon starting Chrome after computer start-up, the Norton Toolbar appears much early in the loading of tabbed windows then previously.

Before making the changes on Friday, when I shutdown my computer at the end of the day, I would click the Windows 8.1 "Shut down" menu item on the tiles panel.  Do I understand correctly that before making the power option changes that the computer was not shutting down but merely going into Windows hibernating mode?

Once observation from this morning.  I have two Norton Internet Security icons in the lower right Windows task bar.  I have had this before though it does not seem to be associated with any problems.

Thanks for all the thoughtful suggestions.  I will post again in two weeks time if there are no problems, earlier if any problems arise.

It has been two weeks (plus 1 day ) since I implemented floplot's suggestion.  The Norton Toolbar has appeared routinely each morning without problems!

Thank you all for your suggestions, with a special thanks to floplot for suggesting the disabling of Fast Startup.

I am now curious about what happens in Windows 8 regarding this.  Each evening I had been clicking on the tile menu item "Shut down".  I still do that but now with the floplot changes.  It appears that that "Shut down" was a shut down employing Fast Startup.  Is that correct, and, if so, why did Microsoft not label it "Suspend to Fast Startup" or some such?

Should I have known this from my install of NIS, i.e., did Symantec inform me when I installed NIS that for correct operation Windows 8 was not to be suspended to a Fast Startup status and I did not see it or did not bother to read the "fine print"?

Finally, what is different about the Google Chrome browser as compared to IE and Firefox browsers, which were never plagued with this problem?

It is very good to hear your report that Flo's suggestion has apparently solved your issue.

As to why it happens, there are many factors - some of these have to with the manner in which your computer's manufacturer has chose to implement some of the elements that comprise your model computer.  Other factors have to do with the combination of hardware and software comprising your computer...

Firstly - It is important to understand that not everyone (using Windows 8.0 or 8.1) is affected by this issue. I (for example) have used all of these components simultaneously and in complete harmony with one another. With the exception of Chrome, I still do (and I'll explain that further in a moment).  My point is that there is not an absolute correlation between the issue (you had), Windows fast-start, Norton, and other mitigations such as the presence of Chrome.  Bottom-line, for the majority of Windows 8/8.1 users, fast-start works just as Microsoft intended it to - as a hybrid shutdown that saves just enough of the current running environment so as to reduce the amount of required startup time that's expended the next time the computer is started.  For a smaller group of Windows 8/8.1 users, certain issues can be resolved by disabling fast-start.

Secondly - My personal reason for abandoning the use of Chrome has nothing to do with the issue you experienced.  But abandon it I did, because of other (in my own opinion) difficulties and invasiveness's it has grown to impose (and continues to expand upon). Among these issues is one you've already noted - which is not so much the fault (if any) of Norton/Symantec, as it is the choice (responsibility) of the Google "Overlords" (if you will) behind the Chromium browser.  Norton's only (if any) fault in the Chrome issue stems from their decision (to attempt) to retain an "across the board" unified user experience, as regards to the way their customers interact with the "in browser" Norton interfaces (of all Norton supported web browsers). It's a hard-fought battle that continues to rage. Plainly put - Chrome programmers do not want 3rd party Toolbars (in their words,) cluttering up their web browser.  And they persist at making it as difficult as possible for companies such as Norton to insert visual add-ins (like the NTB, etc.) within their Chromium "sandlot".

Thanks, John, for the details.  Given that Windows is like a stove with a bazillion knobs, not to mention variations on how various PC suppliers implement it, it is not surprising that there are functional differences machine to machine.

Well, made it almost a whole month!  Chrome toolbar is gone after I did a Windows update today with about 20 items.

It is a bit different this time, however.  When a page loads, the toolbar will appear and then disappear.  Clicking on the icon at the top right has no effect.  When going to a page that has a security vault password, the password is entered.  When going to a page with two or more passwords, e.g., a bank site, the toolbar enclosure will appear and allow the choice of the desired password, but the other icons are missing.

Think that a Google update will solve it?
