Chrome: Toolbar disappears on some web sites

I use the Google Chrome browser.  On some websites the "Safe Web" toolbar is there but on other websites it is not.  

I also have Javascript and Plug-ins disabled, does that matter?

Here is what I have:

Norton Internet Security
19.7.1.5
Error: 0, 0
Windows 7 Home Premium
Norton Autofix Results: 0 item(s)

Windows 7

Any suggestions would be appreciated.

Does the whole Norton Toolbar disappear, or do you just have no check mark beside the Safe Web link on the Toolbar?

Have you rebooted your PC lately? Sometimes updates are waiting for a reboot to complete installation. This is for Norton and Windows.

Have you run LiveUpdate until no updates are avaiable?

Things happen. Export/Backup your Norton Password Manager data.

Mention the websites in which the Toolbar is not visible.

The whole toolbar never appears  when I bring up:

www.mynortonaccount.com 

But there is the little Norton Secured "extension" icon in the upper right of the browser,

but when I left click it, it does nothing, right click gives me the standard extensions menu.

Note: On many other sites (even sites where Javascript and Plug-ins are blocked) the Norton toolbar is there and the extension icon works when I left click on it..

Try clicking the Norton icon on the right hand side of the address bar.

Thank you Krusty13 but, as I stated above, clicking the Norton icon on the right hand side of the address bar does nothing. And right clicking it just brings up the Chrome extension menu that has nothing to do with Norton.
