Cloud backup restores on its own

I have Norton Cloud backup running at one time. I decided I no longer needed it since I have OneDrive running. Cloud Backups says in red letters: Backup is off. My problem is Norton Cloud backup keeps on randomly restoring all the file on my desktop (Windows 10). I delete the files. And then 2-3 weeks later, they reappear. How I stop Norton Cloud backup from randomly restoring my desktop? I do not want to delete my backup sets. Thanks.
