Computer acting strange, even after clean install of Windows

I have a interesting question and was wondering if you
could give me some advice or tell me what is going on
you see I have a Laptop with Windows 7 on it that I use
just for messing around online, surf the web, watch youtube
videos just regular stupid things but lately it started
acting a bit funny (as to what it was doing more on that below)
so I thought where I had it for about 7 years now I would
wipe it clean and reinstall Windows and give it a fresh start.
So I did that I completely formatted it and did a fresh install
of Windows 7.
I then went and did all the Microsoft updates and reinstalled
the programs I wanted to use (which aren't many) and of course
Norton and updated that and everything was installed and up to date
but the problems persisted..?
I have run full system scans as well as used Norton Power Eraser
but nothing came up in the scans its totally clean??
now what is it doing?
many things infarct..
1. The shift key (especially on the left hand side) seems
to have been changed to the Backspace key
2. The down arrow key seems like someone is holding it down all
the time.
3. The Left mouse button seems to be changed to the Delete key
I can't click or double click on anything  with out it asking
me to confirm the delete
4. In order to close the "Confirm delete" box I have to
click on No or the X multiple times.
5. if Number 4 doesn't work and I go into the Windows task manager
to end the "Confirm delete" application windows explorer seems
to crash and restart.
6. Also if I go into Windows Task Manager and click the processes
tab and just wait less then a minute a window will pop up
saying "do you want to end.." and will have the process
that is highlighted no matter what it is.
I also won't be able to close this window because it will keeps
popping up.  The only way to close the window is if I rapidly press the
up arrow key for a few seconds then I'll be able to close the window
7. That is what I noticed when this stuff is going on all I seem to have
to oddly do is rapidly press the up arrow key for a few seconds then
whatever is causing this will stop for a short time?

So what is this? is it Malware? if so Why didn't Norton stop/detect it?
is it just the computer getting old?  it can't be faulty Keyboard/mouse
I used 2 different ones.. is it Gremlins? a Ghost in the Machine?
what could possibly be causing this?

Sounds like someone spilled something in your keyboard and forgot to tell you.

I can 100% confirm that nothing was spilled on the keyboard.

so it can't be that

In that case something is wrong with the keyboard or motherboard. Everything you are seeing appears to be consistent with a keyboard malfunction or at least what is pressed(/not pressed) on keyboard doesn't match with what the keyboard input port (or the motherboard/CPU's interpretation of that input).

What exact model of laptop is it? If you feel adventurous you could remove/disconnect the keyboard and plug in an external USB keyboard, if the issue vanishes it was a physical keyboard issue, if it doesn't maybe it is the motherboard.

You could also try booting from a Linux boot disk and see if anything persists.

Boot to your windows 7 installation disc (you said you did a clean install so I assume you must have one).

Select your language and time zone and click next.

Next screen near the bottom left click "repair your computer" (don't worry your not going to make any changes).

Next screen click command prompt.

Test your keyboard inside the command prompt box, your running from the installation disk without any of your programs, software or drivers loaded.  If the keyboard doesn't work correctly you have a hardware problem, if it happens to work fine (I doubt it) then it's possible it's a software problem or infection.

When you reinstalled all your programs, did you install Norton first? Maybe one of the other apps you installed was infected. If so, and you installed Norton on the infected machine, the infection could have been able to hide from, and corrupt your Norton install.

If the hardware checks do not show a problem, I hate to suggest it, but you might want to try again. But this time install Norton before anything else.

Things happen. Export/Backup your Norton Password Manager data.
