For more than a month, about 80% of the time, I'm forced to turn Norton VPN OFF in order to get my Microsoft Outlook to connect for Folder updates or make complete connections to web sites. Close to trying another VPN service. Anyone else having issues?

No Norton error code, just info on the application about no connection. The Windows Internet Access icon displays full connectivity.

Have you added Outlook to the "split-tunnel" feature of the VPN to see if that corrects the issue?

Yes, I use Split Tunnel on my local wireless connections like my Printer.
I don't want to add my Outlook and Browsers to Split Tunnel as those are the just the programs to use VPN for...right?

Adding the Outlook executable / app, should allow Outlook to connect through the VPN, its not browser related but uses your network, and the VPN protects your internet connections regardless of whether a browser is used or another program or app. They will all pass through your network.

If an app will not function with the VPN on, excluding it with the Split Tunnel feature lets that app connect to the internet without using the VPN connection.
