Core is blocking an outbound attempt to a web site

A program on my win 10 computer is trying to access showmemyip.com. Core is blocking it and saying it is malicious. Is there software that will tell me what program on my computer is attempting to contact showmemyip.com?

TBT. It is your browser that is attempting to connect to this site. I also get the same per my screenshot below. Core is doing its job. You CAN submit the site for their review here: https://submit.symantec.com/false_positive/

It happens even when the browser is not running.

Download Netmon here from Microsoft. It may tell you to log off then back onto your computer in order to run a new scan. You could also use process monitor, another free MS program from here. The latter program should let you view what is actually going on with processes and allow you to kill anything that doesn't look legit at the kernel level. Post a screenshot if you are unsure of what you are seeing, here is how.
