Desktop icon jumps up to the top of the screen on the left

The Norton icon on my desktop jumps up to the top of the screen frequently now after a reboot, coming out of sleep sometimes or after something has been blocked by Norton or at other times. It seems random but I don't know. It never used to do this. None of the other desktop icons do this.

Do you know how to fix this and what is going on? It's annoying. This started about a month ago and Norton has been on the laptop over a year. 

I seee other people on google have the same complaint. I don't see any good topics to choose. Because i don't know why it's happening. Everything else works fine.

similar here - issue has been reported n' acknowledged
my work around is to leave one space under Norton 360 desktop shortcut 

Note: my preference is top left. 
I need one space under Norton 360 shortcut to keep Norton shortcut top left.
