Diagnistic Tool - Question


I have windows 10 and two accounts on my pc. One as a Administrator and one as a child. Wenn I start the Norton diagnostic tool in the Administration account everything is green and ok. When I start the tool in the Child Windows account, the tool means, that the CPU is too slow. Why is it different, its the same pc, is it becaus of the child Account? - is the CPU Ok, or is it a mistake of the tool because of the Child account?
