disk drives stuck on read only

Windows 10.
Very recently my C: and D: drives have been marked read-only. None of the standard techniques for removing read-only work - the drive just always reverts to read-only immediately. I have several other drives that are not marked read-only.
Perhaps relevant is that both C: and D: have Program FIles directories.
I am guessing that Norton 360 is causing this behavior. Can't find a setting to control this.
Any ideas?
