This bug is still there in the final version. (when installing with 126.96.36.199 anyway)
At least after installing version 22.0.2 it is enabled.
I can't see the replies to that thread anymore but I think it was said that it doesn't affect everyone. You might have just got lucky.
After updating to 22.0.2 the settings were still disabled so everyone should check their settings.
Agree that users should check their settings. I did that after your attention and it was enabled so I did conclude that this had been fixed, seems that it is not the case.
Can you please clarify where these settings are found.
Go to Settings and select Identity Protection.

Hi, folks. Even if you overinstall NS over NIS and the settings are kept, it's still worth going through them as they are different, and you may want to alter some.
I just did a clean reinstall and Live Update of NS and those settings were OFF by default, so def. need to check to see if they are on when you install.
If Norton Safe Web feature is off then Scam Insight is also off by default.
Uninstalled NIS 21 with NRT and installed NSwB 188.8.131.52 on one computer. The settings were disabled after installing.
When ever you install any program which has settings, it is very necessary to go over the settings to set them the way you want them to be set. The same thing has to be done when a new patch comes out for that program. I'm sure you do that for Windows and your browser settings and after every update.. Having automatic downloads turned on causes people to miss checking settings since many times they don't realize a new patch came out. This is just my opinion. Not every default is necessary to keep it that way, that's why they can be changed and you have flexibility..
