Double Patches, is this normal

Installed 22,17,3. 50 (latest).  went fine.  However about 20 minutes later a second patch appeared.  Is this "as designed"?  Last update I did not know about second patch, and Norton, not to nicely, installed and rebooted my computer.  Why two patches?

Norton Security 22.17.3.50 update is now available via LiveUpdate. As with our previous updates, this version is being released in a phased manner. This update is available in all supported languages. To download it, simply run LiveUpdate through Norton user interface.

This patch is ONLY available via LiveUpdate, and is being released in a phased manner. You may need to run LiveUpdate and reboot a few times before your product is completely updated to the latest version.

I am quite confused by bjm_ reply.  I can live with live update.  My two questions are:

1) why are two patches required for a single update?

2) why does Norton take it upon themselves to reboot so the patches can be installed.  That should be an owners decision. 

By the way the log only indicates one patch was installed.

There is not always a second patch when there is an update with a version change. Sometimes there will be items that need to be updated before the final parts of the patch can be installed. Thus, the notation quoted by bjm_ above about multiple runs of LiveUpdate and system restarts that is now included in all update announcements.

Things happen. Export/Backup your Norton Password Manager data.
