Please run Norton LiveUpdate + machine Restart (not Shut down). Repeat.

why did you reinstall?
How did you reinstall?
Did you run Norton Remove and Reinstall tool.
Did you run Norton Remove and Reinstall tool -> Advanced Options -> Remove Only
Did you clear out remnants before pulling fresh installer from your Norton account?
Do you have Norton installation files remaining on your desktop.
Maybe, check your Task Scheduler/Task Manager.

I wonder what these "popups" are. Are these (ad-like) promotion messages, or just security updates and such?
If the latter, then it's OK to follow the steps and update the product concerned. If however the former, then looks like NLL is overstepping their authority, and this is NOT something new as these kind of in-app ad promotion woes do happen in the current state of Norton's products, as previously reported by other members.
