Norton is computer security software for home use.  It cannot protect you from data breaches where information stored on a company's servers has been accessed and stolen.  The hackers already have that information and it can be used to open accounts in your name.

The best solution to protect your identity after the Equifax hack is to use a monitoring service like LifeLock and use credit freezes with the three major credit reporting agencies.  A monitoring service does not prevent the bad guys from using your information, but it does alert you if this happens.  A credit freeze will prevent anyone, including yourself, from opening a new credit account anywhere or making purchases though loans, and so guards against accounts being opened up in your name without your knowledge.
