Error 6 when trying to activate Norton Utilities after a reinstallation on changing my hard drive

I have this ongoing issue since August and no one has been able to resolve it. I uninstalled Norton Utilities and changed my hard drive, but now I cannot activate the product on my new hard drive.  I keep getting error 6 and I have been on the phone several times with support and each time I have been told that the issue has been escalated to level 2.

I have it bundled with my "Norton 360 Platinum Plus I" and I have not even exhausted available licenses so I don't understand why this is happening.

When was the last time you tried to activate NUP? Employee @Gayathri_R  has just suggested in another thread that this issue should be fixed now.   https://community.norton.com/en/comment/8511495#comment-8511495
