I had this error pop up. I did what was ordered. I downloaded the remover and reinstalled nis. I do not have any other antivirus on board. After reinstall it pops up again.
What do I do?

Also if you are on Windows 10, you need to do a complete shut down for Norton to correctly operate.
Also if it's enabled disable Fast Start Up, as this is also known to cause issues.
If you contact Norton for tech support, and they "suggest" that you download & run the Norton RnR tool, know that it does NOT resolve this problem. I've done the RnR procedure twice, yet the problem continues.
Just curious if anyone tried the uninstalling Norton via Control Panel, running the Norton Removal Tool and then reinstalling their Norton product since the NRnR Tool failed.
And don't forget to run Live Update after reinstalling your Norton product. Also please use a fresh download for your product rather than using the copy that is in your manage account.

A slight correction to floplot's link above for Comcast's Norton Security Suite (NSS):
This link will get you version 22.5 in lieu of version 21.1 - bottom line it will take fewer runs of LiveUpdate to get it to the current version. Current version is 126.96.36.199
