Error message when trying to access Norton community

I am frequently but not always receiving the following error when trying to access this community website.

Is anybody else experiencing this? Norton issue or mine?

Error

The website encountered an unexpected error. Please try again later.

Error message

PDOException: SQLSTATE[HY000] [2002] No such file or directory in lock_may_be_available() (line 167 of /var/www/html/includes/lock.inc).
