We'll need some more information please, such as operating system, which Norton Product and version (select Support > About from the main page) also which browser are you using and which version (such as FF 26 or IE 10 etc).
Also have you ever had the NTB (Norton Toolbar) working and what was done prior to it's ceasing to work?
