Excluded a file, and now Norton says it is safe??

So, I downloaded two viruses onto my computer, and I excluded them, Norton said they WERE viruses. I excluded and restored the files, now I scan the file itself and Norton says it is safe, when I know it is not, and I can't see it on ANY exclusion list.

Try "Clear file IDs excluded during scans" option to remove the exclusion and re-enable detection of the threat you restored from Quarantine.

You'll see exclusions added by user. 
Restore from Quarantine with Exclude was added by Norton.

Settings > Antivirus > Scans and Risks tab > Scroll down to the bottom.

Sometimes whether or not something is considered a threat is dependent on the context. "This file is somewhat suspicious", but the fact that it was just downloaded pushed it over the edge. Having been restored means it wasn't just downloaded.
