"Failed - Download Error" in Chrome when using Norton Security

Greetings!

I am experiencing an issue when attempting to download files from a file sharing service that occurs with ALL browsers I try (Opera, Chrome, IE, Edge, Firefox, etc.) whereby the message reads, "Failed - Network Error" (Chrome), "Interrupted - Network error" (Opera), "Unknown time left - 0 bytes (0 bytes/sec)", then, "failed" (Firefox)... you get the picture.  Essentially, it appears the download is timing out.  I've attempted to temporarily disable the firewall, which as not yielded any success.

I'm unsure if this is occurring due to a setting within Norton Internet Security or Windows 10.  If this is something about which anyone can provide some help, I'll be mucho grateful for your assistance.

The first thing I would suggest is to shut all devices down, turn off your modem and router for a minute or so, then turn them back on and check if the problem persists.

Thanks for your help, Krusty13.  Unfortunately, none of those suggestions were fruitful.  I've already rebooted the cable modem, release/renew ipconfig, refreshed a .dll file in the registry, and a host of other steps in an effort to refresh my system to accept the file without success.  It seems this issue has something to do with an inability to communicate with the host server.  I'm only assuming this since the DL "times out".  If you have other ideas, I'm all ears.  I've not been able to locate anything on the Internet with a search phrase of "Interrupted: Network error", or any of the other phrases I referenced in my original post.

I've also tried to add the website address to my firewall permissions as outlined in the "traffic" and "trusted" support topics without success (subsequently removed those permissions).

Did this problem just start recently? Have you ever been able to download properly?

Try the network troubleshooter. Right click the network icon in the Windows system tray and click on Troubleshoot Problems.

If that does not work try resetting the Norton Firewall. To reset the Norton firewall, from the main Norton Security screen click on Settings - Firewall. On the General tab, click on Reset beside Firewall Reset. Restart your computer. As you use programs that access your network/internet, the firewall rules will be created again.

Things happen. Export/Backup your Norton Password Manager data.

Thanks for your suggestion.  Per your suggestion, I performed a firewall reset (first time I've done that), but the problem persists.

In responding to your questions, the problem did start somewhat recently, though I can't say for sure how long it's been present.  The first time I experienced the symptom was about six (6) weeks ago.  And, I have, and am, able to download from other websites... I'm only experiencing this issue is with a *few* sites.  Perhaps there a way I can grant access to a particular site for the purpose of DL files?
