Fake pop-up or tech support scam message: Microsoft Error Code: 0x268d3

Hi Experts, 

I got Windows defender popped up this error code 0x268d3 and told me to call a number for help.  What is this message?  Is it safe to call the number?  

I turned off my router, all computers, cell phones, and devices to the router.  Then, I just turned back on this computer and ran Norton Power Eraser.  It found one file that has virus.  The file name is called something like system64/WOW...  I deleted it and turned back on all the devices to router.  My computer is working as normal.  

Do I need to take care other things?  Thanks for any recomdation.
