Do you see an error message when you try to install File Shredder?
What OS are you using, and what version?
I was able to set up the File Shredder on my Win 10, 20H2 system.

When you try to set up the File Shredder, do you see the same as in my image below? Does the text show Uninstall desktop File Shredder? If so, the feature did get installed. Also if you check in Windows Explorer, do you see the File Shredder at the bottom of the left pane. Again if so, the feature has been set up.

So are you seeing Uninstall, or Install desktop file shredder?
One thing I noticed in testing is that I enabled the feature from my Windows admin account and the feature was there. When I logged into my daily Windows standard user account, the feature was not there and I had to install the feature from there for it to work in that user account.
