Firewall Blocks Access From Other LAN Computers Intermittently

I have Norton Security, and for the last few years, I have had problems with intermittent blocking of computers on the LAN to one another.  I have spent more hours than I can count trying to track down this problem.  Some times computer 1 could see computer 2, but not the reverse.  Sometimes it would switch.  Sometimes in the morning they could see each other, but in the afternoon they could not.  Sometimes one computer could not see another for weeks at a time.  Sometimes a computer would be blocked for just a few minutes.  The periods when one computer could not see another was intermittent; it was all over the map.

When a computer was blocked, it could not ping the other, by name or by ip address.  No file sharing could occur during blocked periods.  But all the computers had unfettered internet access.  For years, I thought that it was a dns problem, or something with the server, because it was periodically happening to all the computers in the company.  I have changed servers, routers, switches, everything, to try and track down this problem.

I finally tracked it down to Norton Security.  When I turn off the firewall, everything clears up.  I can turn the problem on and off by toggling the firewall on and off.  I tried resetting the firewall in the Norton Settings section on each computer and that had no effect.  Only completely turning off the firewall would solve the problem. 

It's not caused by old Norton installations, because it would happen to brand new computers that only had the latest Norton Security installed.  The most recent computer is a Windows 10 workstation that we just put together last month.  We don't use Windows Firewall, so that should not be interfering with Norton.

Does anybody have a solution to this problem?

Windows 10 ALL VERSIONS / Windows Defender Firewall DOES remain enabled for the sake of Windows updates to perform its functions. Windows 7 allows the windows firewall to be disabled although not recommended. That being said when you install third party A/V solutions if it has its internal firewall Windows gives it precedence over the system so as not to create conflicts. It is also there as a backup in the event A/V solutions become disabled to keep the system in a safe state.

On ALL your computers on your network check to see if you at using a common file sharing setup. Such as Home Group. If you have a mix of Windows 7 computers with Windows 10 computers Home Group doesn't play well with one another. First in your Norton dashboard in settings RESET your Norton firewall on each computer and reboot them. Also check your network TRUST in Norton settings as well. On Windows 10 in your network type is set to public it also will block file sharing. That is easily changed in the system settings.

Hi thanks for your reply.

Actually Windows Defender is not active if another firewall is detected.  My version of Windows 10 says that "Windows Defender is not active because you are using other provider"  ie Norton Security.  Also in Control Panel/Security and Maintenance, it says that Windows Firewall is turned off.

The network is using Windows Server 2016, and Active Directory.  The common shares on the different machines are set up using advanced sharing, with permissions set through users that are in the active directory.  Most of the clients are using Windows 10, with only a few high-end workstations using Windows 7  due to issues with Microsoft's update process in Windows 10.

I have gone through each client and in Norton Setup, RESET the firewall on each computer and rebooted them.  It had no effect.

I checked the network type on all clients and they are all reporting "Domain Network".   

The only thing that I have found that works, is to turn off Norton Firewall on each machine, and then the problem goes away.

I did figure it out.  The answer was to turn off Norton Firewall.  All the problems went away.  But, because Norton was causing the problem, I thought that someone in Norton may have a fix to their software bug.

The Windows Defender Service is running, but from my understanding, when another firewall is detected, the firewall rules are not active, rendering the firewall just a pass-through service.

Check the Network Trust Level in Norton Firewall settings.  In your situation, it should be set to Full Trust on all computers.
