Full Scan keeps stopping at same file

I'm running a Full Scan and it keeps stopping at the same file. c:\\users\public\downloads\desktop.ini . The quick scan works and doesn't find any issue.. I've run the Power Eraser and it didn't find anything. I keep thinking I have a virus. Shockwave flash keeps crashing. Thank you for your help. I have Windows 8.1 64 bit.

Current Flash Player aka Shockwave Flash is version is 18.0.0.209.  This Adobe site will know your installed version and version available at Player Download Center.

Flash updates come to your machine depending on your browser, operating system and your Flash Player update option.

There's usually an active Flash Topic on click > Tech Outpost Forum

c:\\users\public\downloads\desktop.ini

might scan be bumping into a zip'd item ...?
Also, you're advised to turn off Fast Startup

Scans stalling can also indicate a physical problem with your hard drive. To check your hard disk, click on the Windows Start button. In the search box type CMD. Right click on cmd.exe and click on run as administrator. In the command prompt type "chkdsk c: /r"  without the quotes. A message will come up asking if you want to check the disk on the next restart. Answer 'Y'. Reboot and the check disk will run before Windows starts up. This check will check the file system as well as the physical disk surface. This scan can take a long time, depending on the size of your hard drive.
 

Things happen. Export/Backup your Norton Password Manager data.

Thank you both. I did need my Chrome updated. At first, it said it was current, but when I investigated further, I found it wasn't. I also turned off the fast startup.

I'll do the hard drive check next. Thank you so much for your help. I'll let you know how the hard drive check works out.
