I have system running RTX 3090 that used to have hash rate of 250+MH/s with Norton. Since last month the hash rate stays constant at 90-102MH/s with 98%+ utilization of GPU. Norton is updated multiple times per week and is running most update version. What is the solution?

I'm having similar issues that come and go. (See Screenshot)
I'm running an AMD Radeon RX 5600 XT with the latest drivers on Windows 10. All updates to Win 10 to today.
It seems sometimes the calculations for H/R are shown in thee Windows App and sometimes they are not but they do show on the website in my account. When both are reporting, they are markedly different.
Also, in the App it doesn't seem to start mining while there is clearly 100% GPU usage (per GPUZ).

the web portal is not updated in real time, therefore trying to compare the 2 won't yield exact results
second the client app is reporting exactly what the miner is doing, and if it states calculating, it has not started mining yet
