Have a specific board exclusively for Safe Web issues.

As it stands now, it seems like all Safe Web related issues are moved to the Norton Toolbar board, but, that's not really accurate. When i'm trying to report on the numerous spammers of the Safe Web forum that has nothing to do with Norton Toolbar. We should have a board dedicatedly for Safe Web problems.
