Hotfix targeting 22.21.8.62 on 64 bit OS

We have released a hotfix targeting 22.21.8.62 (64 bit OS only) that fixes an issue which caused the miner to hang.
Once the hotfix is applied, the NCrypt.exe version would be 1.0.0.59. Thank you.
