How to block a single IP adress with Norton Security

I want to block a website and the only information I have it is its IP adress and not its domain name, I usually block websites using the host file, but it doesnt block it if I can't provide a domain name. So now I wanted to add the IP to block inside norton's firewall, but  the av interface is very confusing for that task and I've never done that before and all info I get from google/here is either different norton product/interface or outdated/unavailable info.

I want to block the website before Norton even has to protect me and tell about the menace that it has successfuly blocked, I want the website to go blank and throw an error, at the moment norton do not block the website but only the menace, and that website is very hard to close due to messages popups and going full screen (like F11) + annoying sound executed. 

Im using norton security 2016

Hello,

Settings->Firewall->General->Device Trust->Configure-> enter some name and IP address and select Restricted as the trust level.

Don't know why we have to go through terminology like "device trust" for simple and straight forward IP blocking, but thanks, it worked.
