Access from the UI, SETTINGS, ADMINISTRATIVE SETTINGS, SPECIAL OFFER NOTIFICATIONS - SET 'OFF'.
That should stop the 'RECOMMENDATIONS'. Unless of course you wish to purchase Norton Utilities ?
