Open Norton 360, not in classic mode.
if you open in classic mode, press "more Norton" on the right side of the display.
in this screen you should be able to turn it off.
If you press the arrow next to the VPN you can go to settings and turn off Auto VPN

If your subscription includes Norton Secure VPN but you cannot access the feature, your Norton product is in the Classic view. Access to certain features is available only through the My Norton window. In such cases, you may have to switch between the My Norton window and the Classic view.

Note:
Settings from systray button opens My Norton Settings
Settings from Classic view opens Norton 360 Settings
