How do I get the standalone Norton Secure VPN app if I have norton 360? I'm not willing to spend more money.

it is in Norton 360 name Secure VPN just Enable it and you got it it is under dark web on the My norton start site

Why would you want the standalone VPN app alongside the VPN feature in 360? In fact, there have been user here reporting having both on their system caused some strange behaviours that were resolved by removing the standalone VPN app.
