Secure VPN is set to off, every time I reboot it resets itself to on thus I have to manually turn off every time. How do I shut off permanently?

What device and OS version are you using?
Are you seeing this when connecting to your home Wifi, or when connecting to another wifi hotspot?

Using a laptop with Windows 10 Home with updates allowed to install automatically thus UTD.
Every time I boot my laptop it automatically goes to my local internet provider and the Norton Secure VPN is turned on. I have to open Norton utilities and click the "turn off" button. If I reboot, Norton has changed the setting.
