I have a subscription to Norton 360 Platinum which includes Secure VPN. One license is installed on my family computer running Windows 10.
I have tried turning on Secure VPN from the Norton app, but it is always turned off after I re-start my PC.

That is the default setting for Norton's VPN. You can change that by clicking on the down arrow beside Turn on/off for the VPN, and clicking on Settings. Turn on the Auto Connect setting. That should start the VPN when Windows starts up or wakes from sleep or hibernate.
