"Note! If no window appears after you click the button, you may need to accept cookies in your browser." (HOW?)
Also turn off: 1) "Ad Blocker Extension" (HOW) 2) VPN - I DID turn off the VPN 3)Enable Cookies (HOW? HOW? HOW?)
Steps: Sign into my account; search for help; Click "Contact Support"; Click "Norton for Windows or MAC"; click "Search for more solutions; Click "I still need help"; click "Chat now"; Click Next; Click "Chat Now"

Please confirm Windows Fast Startup is off. W10 [here] W11 [here]
Please try clearing browser cookies n' cache.
Please try allowing all Norton pages cookies/ads/scripts/frames/trackers/.
Please try allowing all Norton pages content that may be blocked by browser extensions or built-in browser protections.
Please try with Norton Secure VPN off - before and after machine restart -
Please Restart (not Shut down) machine -
