how to fix 'not connecting to norton server'

Win 10 running on older hp notebook which recently crashed and wiped out almost everything. Had to start completely over and reload. Everything running well on edge; it's not liking google anymore so staying away from it other than gmail which runs fine. Successfully reinstalled norton (sometimes not all that easy as it sounds). Since everything was erased, slowly adding in only what is needed as I limp along until get a new one. Limited tech skills, so need help. When norton smart scan is run, 'no threats found, network secure, 9 issues slowing computer" message appears. However, when 'Resolve' is clicked, this message appears. Yes, internet connection is totally fine. Have tried about 10 times at different times of the day and internet working with other sites. What do I need to fix/update/add back onto my laptop to enable connection to Norton? Also seems obvious to me not a complete norton protection if not connected.

Did you solve it? This link suggests full install with the norton tool and  reinstall .

Maybe your crash did not remove everything? What about a firewall?
