How to stop NAV from calling home for every app I run?

With this latest NAV update (22.7.0.76), NAV is now popping up a dialog for every app I run! The pop up reports if the app is uncommon or not and if I want to run it.

I'm ok with NAV checking my files WHEN I DOWNLOAD NEW FILES (using download intelligence), but I am NOT ok with NAV reporting back to Norton servers about EVERY app I run on my PC from a day-to-day basis.

I tried setting the new "Show Report on launch of files" setting to "NEVER", but when I launch a new app on my PC, I see that NAV is sending data back to Norton servers still.

So, how can I have NAV just check files AFTER I download them, but never send any info back to Norton servers about any already-existing files on my PC?

Try Norton Community Watch = Off
Note: Norton maintains Established / Listening connections.
Listening - waiting for another computer to send data to that port address number.
Established - the port address on your computer is receiving data from another computer and is processing it.

I already set it to "OFF" years ago and still was set to "OFF" when I just double-checked it to make sure.

It seems setting the "Show Report on launch of files" to "NEVER" just prevents the new pop-up alert for an uncommon file, but it will still "call home" of every exe files I run.

Also, the info on the "Norton maintains Established/Listening connections" is not applicable because its not just a connection that Norton already has open, it is actually sending "data" out from my PC right when I click on a new app to run, even if that app does not use the network or internet when it runs.
