How to TURN OFF Browsing security

whenever I turn start my web browser (edge) the Norton Browsing security page displays.

Someone PLEASE tell me how to stop that page from displaying!

When I go to settings there is no default webpage set!

please help

What Norton extensions are installed/enabled.  Maybe, your default search engine changed with Norton Safe Search or Norton Home Page extension install.

Maybe, when you launch Edge.  New Tab page opens and New Tab page shows Norton page. 

for example:  my Edge opens to Google.com

Please clear browser cookies n' cache.  No joy?
as test:
Please install Norton Safe Web extension and disable if you do not want to use Norton Safe Web.

Curious, do you run Edge Sync? 

I run a lot of Edge switches off.

for example:
Edge built-in password manager - off 
Edge InPrivate window - off 
Edge Sync - off 
Edge System settings - off 
Edge Startup boost - off 
Edge Continue running background extensions and apps when Microsoft Edge is closed - off 
Edge Use hardware acceleration when available - off
Edge Services - off 
Edge Tracking prevention - off
Edge New tab - all off
Edge Preload pages off
Edge Preload new tab page off

I do not want to install  Norton Safe Web extension and disable if you do not want to use Norton Safe Web

I do not want to install something I do not want just to stop the TAB from opening!

Please tell me how to stop the tab from appearing

IDK.  I'm not seeing Browser Protection tab opening. 
I thought you'd install Norton Safe Web and see what's what...as test.   Just to satisfy Norton.  Then you'd remove Norton Safe Web and see what's what...as test.  I thought it'll be worth trying.  Since, you do not feel it's worth trying.  Let's hear from Community.

Norton used to have "Browsing at Risk" "red x tray icon" [here] & [here].

Maybe, Norton changed to Browsing Protection page.
Were my machine.  I'd try to satisfy Norton by installing Norton Safe Web.
Then I'd disable/remove Norton Safe Web and see if Norton remains satisfied.

Browsing Protection page is the page for installing Norton extensions.

Norton Safe Web extension installed/enabled?
Norton Safe Web browser extension Settings gear?

Go to any supported bank site....for example: ally.com
You should be presented with drop down banner -> Try this feature

After you're Signed in as: your Norton account email address

Norton Safe Web Banking Protection should work on supported bank sites. 
Note: Signed in as: your Norton account email address  survives browser cycles.
