I cant complete a credit application because it reports its frozen

i cant complete a credit application because it reports its frozen - the entire world confirms its only the 3 big bureaus can lock - of course as an it engineer for 25 years i can visibly see its not locked and they confirm its not locked but that's where it ends..

i have contacted all my accts, 3 major bureaus, LIFE LOCK - I EXPECTED LIFE LOCK TO HAVE THE TOOLS TO HELP WITH THIS - TO MY SURPRISE THERE GREATEST JOY IS NOT HELPING YOU - THEY SAY SAME THING - 3 BUREAUS NOT LOCKED AND WE ARE DONE WITH YOU

Besides credit/security freeze with Equifax, Experian & TransUnion.
Did you inquire with ChexSystems, Innovis, LexisNexis &or NCTUE for a credit/security freeze? 

Can you ask the credit application entity reporting "frozen" ... who/what reports "frozen"?

I agree with bjm_, you really need to check with whoever you are applying to for credit to find out what the source of their information is.  You can then contact that credit reporting agency to clear up the problem.  That said, I don't see how a freeze could be placed with any of these agencies without your knowledge or consent.  Seems a bit weird, especially with the big three confirming that no freeze is in place.
