Quick links on the 1st row are sticky ones which does not offer edit/remove option

Quick links on 2nd row are custom ones, which you can add/edit/remove

Users may not remove Quick links on 1st row set by Norton.  

Users may Edit/Remove Quick links on 2nd row thru 3 dots. 

Users may submit feedback/concerns thru Norton Feedback &or Product Suggestions
