Have you disabled the Fast Startup feature in Win 10? This feature can cause problems.
If you use Windows 8/8.1 or 10, there can be an issue with the Fast Start feature.. See more information here.
You could also try resetting the Norton Smart Firewall. Click Settings - Firewall then click on Reset beside Reset Firewall. Restart your computer and try again.
